HOLLYWOOD HILLS—On Wednesday, March 11, the Los Angeles County District Attorney’s Office announced that Jovan Lamar Duverne, 39, has been charged with two murders and multiple counts of felony arson after allegedly setting a series of fires across Hollywood, including a blaze at a home that killed two elderly sisters.

Duverne is charged in case 26CJCF01508 with two counts of murder and 11 counts of felony arson. He faces a special circumstance allegation of multiple murders, as well as sentence enhancements related to a prior arson conviction, including a second-strike allegation. His arraignment is scheduled for March 11 in Department 30 of the Foltz Criminal Justice Center. He is being held without bail.

Between January 26 and February 4 Duverne allegedly set fires at 10 locations in Hollywood, using a handheld torch-style lighter. He allegedly walked between locations lighting rubbish and attempting to enter buildings.

On February 4, around 2 a.m., the suspect allegedly set fire to a residence, which resulted in the deaths of two sisters, Maria Del Consuelo Alarcon-Valdez, 76, and Yolanda Honda, 82. Duverne was arrested later that day near Hollywood Boulevard and Wilton Place.

If convicted as charged, he faces up to death or life in state prison without the possibility of parole. A decision on the death penalty will be made at a later date.

The case is being prosecuted by Deputy District Attorney Paul Przelomiec of the Arson and Explosives Section and remains under investigation by the Los Angeles Police Department’s Robbery-Homicide Division, with assistance from the Los Angeles City Fire Department’s Arson Counter Terrorism Section.

SANTA MONICA—On Wednesday, February 12, Lt. Lewis Gilmour of the Santa Monica Police Department informed Canyon News that a suspect responsible for a series of arsons was arrested.

On February 9, between 1 p.m. and 2 p.m., the Santa Monica Police and Fire Departments responded to a series of arson incidents across the city. Four separate fires were intentionally set at multiple locations, posing significant safety risks and damaging public property.

In a swift and coordinated response, authorities utilized aerial drone technology to assist in the investigation. Through this effort, authorities identified Marco Antonio Rubio, 36, as the primary suspect in connection with the fires. At the time of his arrest Rubio was in possession of a lighter and an aerosol can. The fires occurred at the following locations:

-1000 block of Colorado Ave: A discarded pillow and cardboard were set on fire.
-16th and Michigan Ave: A discarded mattress was set on fire.
-Memorial Park: Netting on a Little League batting cage was set on fire.
-1500 block of 18th St: A parked vehicle was set on fire.

Rubio has an arrest history in California for 148 PC (Resisting Arrest) and multiple prior arrests in Texas, including charges of resisting arrest, domestic violence, and assault related crimes. There are no previous arson-related offenses on his record.

“The swift and coordinated response by our Police and Fire Departments highlights our commitment to ensuring the safety of Santa Monica residents. Through teamwork and advanced technology, we quickly identified the suspect and prevented further harm,” said Police Chief Ramon Batista.

The SMPD reminds residents to report any suspicious behavior to authorities immediately and to remain vigilant in their neighborhoods.

SHERMAN OAKS—On December 19, the Los Angeles City Fire Department announced the arrest of a serial arsonist responsible for a series of fires in the Sherman Oaks area.

On October 20 at 10:30 p.m. the LAFD responded to a series of vehicle and structure fires in the region of Ventura Boulevard and Kester Street. The Major Crimes Division identified a man in his 40s as being responsible for the fires.

On December 18, the suspect was identified as Ricardo Villanueva, 42, who was detained by Van Nuys patrol officers for unrelated traffic violations. He was arrested for the arson that transpired on October 20 and booked for 451 (c) PC: Arson of a structure and 451 (d) PC: Arson of Personal Property. His bail was set at $230,000.

There is an on-going investigation with ACTS and LAPD Major Crimes to determine if Villanueva is responsible for the spree of connected arson fires around December 17. Including the 4700 block of Kester Avenue for a carport fire that exposed the adjacent apartment complex and destroyed four parked vehicles, the 4600 block of Columbus Street for a structure fire, and the 15000 block of Ventura Boulevard for a commercial building fire, or any other incidents.
